Defect priority view
- A defect priority view will be shown when cycle time and defects graph is zoomed in.
- Little bit of refactoring with create metrics
- Making the helpContent optional on the card header for BasicWrapper
- Adding BasicWrapper component which handles all chart render logic (besides zooming in) and has the freedom of having a wrapper around it.
