Onboard bug

• Fixing the onboarding bug when creating valuestream and organization that requires users to fill out form again.
• Refactoring onboarding reducer.
• Removing some test cases with length of team name since that is no longer relavant since Hygieia was removed, and just thought the existing user input case needed to be removed since it doesn't make sense.
• Fixing some bugs in the old reducer where some fields were not cleared when old field was unfilled.
• Now the boards that can select on onboarding is url based instead of boardId.
