Access control for Metrics and Cost Dashboards

• Added access control functionality so that certain users can see certain things in the dashboard, while others cannot.
• Fixed sidebar to not show some items when user is not of a certain status.
• Fixed effort chart, and some of effort tests.
• Made the drawer bigger to show the full text of the sidebar items.
• Some small changes like not using data-test-id on actual code.
