Cycle time

• Migrating Cycle Time graphs over to typescript.
• Using the new calculation method over createMetrics.
• Now the chart has y axis label on the zoomed out view, and the zoomed in view is a lot more polished.
• Also changed the title of Cycle Time Data Quality to Cycle Time Histogram.
• Changed the tooltip as well for Defect Priority Distribution graph.
• Removed old code for Cycle Time graphs.
