Patch fix: Relative Effort Card Help display modal error

Updated React markdown to v9 and updated help component to match new version. Initial error was in parsing the tick marks ("`") in the markdown file for the issue type descriptors in the "Data Source section, that looks to be resolved in v9 vs v8
