Add Tetrate Image Distro support - SKIP UPDATE CHECK and SKIP UPGRADE

Summary
Adds Tetrate Image Distro (TID) image option to the Istiod package.
- Added
tidTag,tidHubandenterpriseboolean to the chart/values.yaml - Added templating to the Istiod
templates/deployment.yamlandfiles/gateway-injection-template.yaml. This enables the Tetrate images to be pulled by the Istiod and Gateway workloads.
