Summary

As apart of an effort to cleanup Promtail documentation from Big Bang - This MR moves a doc from Big Bang umbrella to VPA repo.

Rather then a removal, we decided to move the document as it does have some useful content.

This is just a moving of the original doc, the document has not been modified or it's contents verified.
