Fix: Moved CI-NG objects into subcharts

Rob Mengert requested to merge 32-migrate-ci_ng-to-subcharts into main

Moved all object in the chart/templates/ci-ng folder into their own subcharts (except for test intelligence service and as that is being moved to the ci folder as part of another merge request).
