Create issue templates

As a Kubevirt stakeholder
I want issue templates
So that we can effectively support the project

Acceptance Criteria

Given Kubevirt project in Gitlab
When creating a new issue
Then I can choose an appropriate issue template

Given I am creating an issue in Kubevirt
When reviewing issue templates
Then a template is available for "Feature Request"
And a "Bug"
And a "Question" And each template has appropriate default labels
And each template has the "Big Bang Third Party" label
