Created automation to sync kubevirt images between public locations and repo1 [SKIP INTEGRATION]

Created 'utils' directory with a script to run skopeo and perform a registry sync, created a skopeo-kubevirt-sync.yaml file to declare which images need to be copied. Additionally, created a quick README documenting how to use the utility.
