Merge branch 'repo-references' into 'master'

Breaking Change: Step 2 - Update repository references to new standard BB repo format

This pins all BigBang packages to a known and tested branch/tag, in line with the [charter]().  tl;dr is each package in bigbang is now a single helm chart in the `./charts` folder.

This is a BREAKING CHANGE because some of the `HelmReleases` have been renamed.  The following will need a manual upgrade:

* `fluentbit`
* `eck-operator`
* `istio-operator`
