Merge branch 'jaeger' into 'master'

upgrade to istio 1.8.4, split jaeger and kiali into separate deployments

Summary

This merge:

* updates istio to 1.8.4
* removes jaeger and kiali from `IstioOperator`
* adds jaeger to `jaeger` namespace
* adds kiali to `kiali` namespace
* adds supoort for kiali native `openid` authentication
* ensures all integrations with prometheus/grafana are still valid
