Remove mTLS exceptions for metrics - core packages

Once https://repo1.dso.mil/platform-one/big-bang/apps/core/monitoring/-/issues/71 is complete, remove all mTLS exceptions for metrics scraping from core packages. Validate the metrics are still able to be scraped successfully.
