Document BBCTL PB pipeline / approval process

Create document for the BigBang team to reference that outlines the process and requirements for getting a plugin/app/binary/tool/etc through a PartyBus artifact pipeline and what is required for each stage, recommendations for certain languages and apps like sonarqube/fortify/trufflehog and what type of issues to open and track. Examples of projects going through PB pipelines are BBCTL and the kustomize-helmgenerator plugin
