Improve Observability for Flux components

Use this guide to increase the observability for flux: https://fluxcd.io/docs/guides/monitoring/

• Ensure dashboards for flux-control-plane and flux-cluster are up to date
• Add Loki dashboard flux-logs when Loki is deployed.
• In monitoring chart, add Alert and Provider Flux CRs to have annotations sent from Flux to Grafana. May need to modify NetworkPolicies to enable this.

Annotations behavior is not currently working. Followed fully upstream deployment without success.

Moving to blocked.

Testing was done with a fully-upstream stack without the ability to establish the prescribed behavior for flux displaying annotations in grafana.

Due to the monitoring chart not having awareness of Flux (and the flux CR's not being available when deployed in via helm w/o flux - Pivoting to place the flux CR's in the BB chart.
