Improve Observability for Flux components

Use this guide to increase the observability for flux: https://fluxcd.io/docs/guides/monitoring/

• Ensure dashboards for flux-control-plane and flux-cluster are up to date
• Add Loki dashboard flux-logs when Loki is deployed.
• In monitoring chart, add Alert and Provider Flux CRs to have annotations sent from Flux to Grafana. May need to modify NetworkPolicies to enable this.
