Research Spike: Test and Document ArgoCD components running in HA

ArgoCD components server, repo-server, and controller all have values supporting multiple replicas, test and document configuring and running these components with >1 replica and it's caveats and requirements.

Update the chart as necessary with any support/templates/values that are lacking to facilitate support for HA.
