Update IB Robot Account Pull Creds

All IB robot accounts for BB are set to expire on Sept 2, 2023. Contact IB POPS team to get renewals and then ensure passwords are updated in all spots:

CI variables (ci-pullonly account):

• https://repo1.dso.mil/groups/platform-one/big-bang/-/settings/ci_cd
  • REGISTRY1_USER
  • REGISTRY1_PASSWORD
  • REGISTRY1_AUTH

Dogfood (dogfood-cluster account):

• encrypted values
• flux-system namespace private-registry secret

Bigbang-CI (dogfood-cluster and ci-pullonly accounts):

• encrypted values (dogfood-cluster)
• runner creds (encrypted) - update gitlab.reg1.contents (ci-pullonly)
• flux-system namespace private-registry secret (dogfood-cluster)

Accounts to update:

• robot-bigbang-ci-pullonly-02sep23 (used in CI vars AND production runner creds)
• robot-ironbank+bigbang-dogfood-cluster-02sep23 (used by dogfood and prod)

Note: For all docker auth/base64 variables make sure to NOT have a trailing newline (i.e. echo -n <auth> | base64)
