Remove Cypress Artifacts from RKE2/EKS

Currently, cypress artifacts being unable to mount the cypress volume is causing failures and/or warnings for every cypress test that includes a video or screenshot. We can currently confidently say that we do not require a video or any of the artifacts as long as they are available for troubleshooting via the k3d pipeline.

Disabling artifacts for RKE2/EKS will also help make it easier to find the actual failed tests during EKS/RKE2
