enabling gitlab runner via bigbang chart fails - wrong namespace

Description

When deploying the bigbang chart, enabling the global values in the Gitlab section for the gitlab-runner to "true" deploys the helm chart for gitlab-runner. However, the helm-release deploys in it's own gitlab-runner namespace, contrary to the docs (https://docs-bigbang.dso.mil/2.43.0/packages/gitlab-runner/docs/overview/#table-of-contents) saying it will be deployed in the gitlab namespace. This causes the helm-release to get stuck and not properly mount or find the gitlab-gitlab-runner-secret that gets deployed to gitlab namespace.
