Upgrade Fluent-Bit Chart to 0.15.3

The latest image for Fluent-bit is in IronBank (1.7.2) Update the upstream chart referenced in our BigBang Chart to 0.15.3 to use this new image and chart features.

We need to

• Architecture Review of changes in major components
• Identify all images needing updates
• Get images through Iron Bank
• Update Chart with changes

MR 12 for fluent-bit is ready to be merged. Confirmed in k3d dev cluster we aren't seeing a ton of ES ingestion or fluent-bit processing/parsing errors and seeing the (large) amount of logs we should expect to see in a cluster with 3+ packages installed.
