feat: Add SonarQube as BigBang Addon

Feature Request

Why

SonarQube (community edition) is part of the PartyBus baseline.

Proposed Solution

Create a SonarQube helm chart here. Tag it with an approved release, and implement it into BigBang.

Definition of Done

• Tagged release of the package
• Added into BigBang
• Documentation exists for adding/enabling the deployment

Future Work (as separate issues)

• SSO is integrated as BigBang values
