Evaluate & Reconcile Gitlab with new pipeline infra

Currently we have no testing. Enhanced testing should at a minimum:

Cypress:

• Validate that the URL is up
• Test a login
• Test a signup
• Create a repo

Bash:

• Test a clone
• Test a push to the repo
• Test pushing an image up to registry

When the testing infra is fully in place and decided these tests should be run by the new infra (helm tests / helm chart library).
