Update Velero to 1.6.1

New image available in Ironbank & upstream helm chart available.

Note some of the modifications made from upstream:

• some changes to the jobs (disable sidecars, etc)
• additions of networkpolicies
• supporting CA bundle
• ???

Ensure that when pulling in the latest kpt update it does not overwrite these modifications, but still pulls in the latest for everything else. Typically doing a kpt update with --strategy alpha-git-patch will work to do this.
