Helm releases not reconciling even when the expected resources exist

The ECK and Gitlab HR's have shown in the past in some cases (during and upgrade) to not find the expected resources like a job/serviceaccount/role/networkpolicy even when they clearly exist. No matter what I did to resolve the issue. I ultimately had to uninstall Gitlab or ECK and reinstall it which resulted in the configuration data in them to disappear. Are there any docs/procedures regarding this problem?
