Quickstart uses expired TLS certificate

I followed the guide at https://repo1.dso.mil/platform-one/big-bang/bigbang/-/blob/master/docs/guides/deployment_scenarios/quickstart.md to set up BigBang. When I got to step 13, I got an error that the TLS certificate expired. Since the .dev TLD has HSTS preloaded, this isn't an error that users can bypass.
