Grafana Tempo as tracing backend for BigBang and Istio

Add in Tempo package to BigBang, for use when logging engine = PLG.

As a result from the Research Spike Include necessary value updates when someone is switching to Tempo for their tracing.

istio & grafana will need new values for the package to reflect the new change
