Add helm values for Logging `ImagePullPolicy`

Package Changes

Helm values were added for both the elasticsearch and kibana containers to be able to set the imagePullPolicy which is defaulted to IfNotPresent. The location to override these values can be located here and in this comment

Additional Details

It looks like we won't be able to set the imagePullPolicy for the init containers in the logging package. See this comment for more info.
