I think this good to go, any changes suggested for the "istioAnnotation" helper? I originally went with bigbang.dev/istio/version but the double / was giving errors.

This will be the template for how this annotation gets added to every single pod, so we can always update later and only have to change it in one spot, but would be good to setup a nice baseline now.
