Draft: [BB-844] - Istio+Monitoring SSO Inclusion utilizing HAproxy

Adding in support for creation of desired namespace for istio and monitoring when sso is set to enabled in umbrella variables for monitoring/istio as well as "private-registry" secret getting populated in those new namespaces when enabled.
