Upgrade gitlab-runner to chart version 0.36.0-bb.0 appVersion 14.6.0
special note
The upstream chart now uses .Capabilities.APIVersions.Has "monitoring.coreos.com/v1" to toggle monitoring. No longer necessary to passthrough .Values.monitoring.enabled. Leaving it commented in the template so that no one thinks the passthrough is missing.
