Update Gitlab sub-chart posgresql HBA config

Summary

Testing letting Gitlab 14.7.1 sub-chart use scram-sha-256 as local auth method to allow chart to install with SELinux and FIPS enabled.

Relates to https://repo1.dso.mil/platform-one/big-bang/apps/developer-tools/gitlab/-/issues/123

Also will stop the josh bot from spamming our BB team channel
