Feat: updated conditionals for metrics server installation

Updating the metrics-server addon resources to accomplish:

• Enabling the metrics-server addon by default
• installing when metrics.k8s.io/v1beta1 API does not exist (no default metrics server)
• Upgrading when the API does exist and the metrics-server helm release in the bigbang namespace exists
