Draft: Patch out leader election for helm-controller

This will possibly result in less helm-controller crashes when the API is overwhelmed, which is especially beneficial due to the known issue with helm controller crashes - https://repo1.dso.mil/platform-one/big-bang/bigbang/-/issues/1189

If someone were to scale up their helm-controller to >1 replica this would cause issues...but the default is 1 and it seems unlikely people are scaling it? Perhaps we need a doc addition regarding this though.
