@kevin.wilder / @brettcharrier looks like CI is failing for this on the create ci user job. I think we just need to either:

• Istio inject that job + add proper sidecar termination (preferred)
• Add an mTLS "exception" for CI only that allows this job to hit the Keycloak 8443 port
