Follow-on to Docs Design update

Summary

This is a follow on to https://repo1.dso.mil/platform-one/big-bang/bigbang/-/merge_requests/1729/

Notable Changes:

• Add back the notice about this being a mirror of Repo1 (for github viewers)
• Generate the base config doc from the template
• Update all new files to use - (hyphens) instead of _ (underscores) - this was done in a previous MR as part of standardization/to assist with the BB Docs Generator
• Update a billion broken links
