Changes/Effects:

• Enabled metrics annotations via tenant.metrics.enabled
• Uses annotations to make use of Istio metrics merging (so that minio metrics are available via 15020 (sidecar metrics port)
• Disables the operator provided scrape config in favor of using the istio podmonitor to grab these metrics

Metrics are now scraped by the monitoring-monitoring-kube-istio-envoy scrape job instead of minio-minio-minio-instance-minio-job. This means that dashboard users need to select a different job in the dropdown to see this information.
