Update k3d dev script to Ubuntu Jammy (22.04.1)

Summary

Switches default AMI to Ubuntu Jammy. This gets us to a newer version of Ubuntu (with no extra cost) and enables cgroupv2 by default, which neuvector on k3d seems to require.

From brief testing all of the existing commands work as-is on Jammy.
