Resolve "IPS created by BB can possibly create invalid secrets"

Summary

Set the default values back to registryCredentials.registry: registry1.dso.mil, and only create IPS when valid combinations of registry/username/password are provided.

This ensures it's impossible for users to create an invalid IPS.

Josh, if i haven't told you before, you are awesome. Your code is much better than mine. I did not know about the helm
