Automatically pull the latest image that matches the current parameters from AWS Marketplace

This MR uses the AWS API to pull the latest AMI for Ubuntu 22.04 (AMD64), which is what we are currently using for dev clusters. The AMI in use was from September 2022, and there were several security patches introduced. While we could have gone and updated the AMI ID, this will ensure that we are always using the most recent one.
