Switching to better scriptable alternative `apt-get`, and some cleanup.

This migrates the script to use the recommended choice for scripting in apt-get over apt. We heard some (possible red-herring reports)[!2471 (comment 1086990)] from the change related to using automatic selection of AMIs (not sure why this actually causes more errors).
Errors were akin to:
503 Service Unavailable [IP: 160.1.122.56 80]
Err:3 http://us-gov-west-1.ec2.archive.ubuntu.com/ubuntu jammy-backports InRelease@kevin.wilder also pointed out this output from the scripting of apt.
