OCI-ify wrapper + packages, add docs around usage

Summary

OCI-ify the wrapper/extra package deployments. This doesn't change anything being actively used, just updates templating for wrapper/packages to support both git and OCI sources with language/defaults recommending OCI.

Back to review - first pass doc completed. We may want to add further documentation with advanced examples in the wrapper repo but I think as a first pass this provides some basic examples for deployment and usage of all the features.
