[k3d-dev.sh] Rebuild K3D cluster without instance re-creation

Summary

This allows a re-creation of k3d cluster without destroying an instance which can be time consuming. Running this, took less than one minute. This assumes that you intend to do so by parsing the current kubeconfig context server field.
