#1506 (closed) Adding basic configuration for using Package and Wrapper values to pass configuration in to a subchart

This slightly expands the existing Quickstart to utilize new Bigbang 2.0 capabilities, enabling users to pass values through to subcharts to promote reuse and integration in to bigbang without needing bbvalues within the subchart.

This is a simple implentation of some wrapper utilities. We can either expand it here, or swap directions from podinfo to a more realistic mission app with gitlab integration and pipelines for validation/deployment of an actual application.
