Currently applications within Big Bang (and Big Bang itself) have an older version of OSCAL (1.0.0) and we are trying to update and standardize all to OSCAL 1.1.1 . This merge request and subsequent will ask to merge into main to update all OSCAL to the same version. Current merge request is to update argocd to OSCAL 1.1.1 and start the standardization process. See the OSCAL references link for this indicates no other changes required.

looks like tempo, argo, and kyverno tests are failing on the clean install. Failing on the upgrade is tempo, argo, and kiali then grafana, neuvector, loki, and argo on the two tests respectively. I'm not sure if that's expected or why the failures are switching on projects.
