Resolve "fix codeowners"

Summary

Developers are not able to merge documentation changes without the help of Josh or Tom.
I have thoroughly tested merge and CODEOWNERS configuration in my own Gitlab deployment. This commit fixes one or more of the issues blocking the documentation approvals. The main issue was the wildcard on the first line which overrides any other entries.

At a minimum this MR will at least start some conversations.
