This MR was made to help reduce issues/errors/failures when all-packages are enabled. Changes for this MR:
- Update Fortify and Thanos Cypress Pod names to allow exceptions for policies so that tests can pass
- increase resources for Loki to help prevent OOM error during
upgrade
