this update changes the reference to the latest version of argoCD which contains the following changes

this also updates the cypress resources so that the pipelines will pass because of this IT IS EXPECTED THAT THE UPGRADE STAGE WILL FAIL TESTS. This should cease to be an issue for the future once this is merged in.
