Docs - Developer: Secret Values, Package Pipelines

Micah Nagel requested to merge package-pipeline-docs into master

  • Ripped out a lot of the package pipeline docs. Those pieces will get out of date and out of sync from what is documented in the pipeline repo. Put in a link to the pipeline repo instead.

  • Updated the developer package integration doc to reflect the change to using a secret for values.

  • Added a statement about scaling down packages for k3d ci values

  • Removed rebasing steps since conventional commits are not being required anymore.
