Resolve "Authservice Support For Non Keycloak OIDC Endpoints"

Summary

Bumping Authservice chart tag to 0.4.0-bb.2 to support fully templating out chains rather than only templating out a keycloak Authorization/Token/Logout URL.

If each option of a chain is explicitly specified, they will be templated through to the chart and authservice config.
