fix: update rke2 and eks overrides SKIP UPGRADE SKIP UPDATE CHECK

Fixes errors in rke2 and eks pipelines where the minio statefulset was failing to create pods due to invalid container security contexts.

Error:

resource Pod/minio/minio-minio-minio-instance-ss-0-0 was blocked due to the following policies 
require-drop-all-capabilities:
  drop-all-capabilities: 'validation failure: Containers must drop all Linux capabilities
    by setting the fields spec.containers[*].securityContext.capabilities.drop, spec.initContainers[*].securityContext.capabilities.drop,
    and spec.ephemeralContainers[*].securityContext.capabilities.drop to `ALL`.'

Closes #2122 (closed)

Also addresses big-bang/product/packages/loki#161 (closed)

The fix should also work on the EKS pipeline, I'll update this comment once I have the results.
